RICHMOND, Va. — The Virginia Employment Commission (VEC) today announced the appointment of Joanna Darcus as the agency’s new Deputy Commissioner, a key leadership role focused on strengthening workforce services and unemployment support across the Commonwealth.

The announcement, made on February 23, 2026, comes as part of broader administrative appointments under Governor Abigail Spanberger’s administration. Darcus will work alongside newly appointed Commissioner Melissa Smith and Virginia’s Secretary of Labor, Jessica K. Looman, to guide the VEC’s efforts in managing unemployment insurance programs and expanding employment services statewide.
