STAFFORD COUNTY, Va. — A disturbing investigation by the Stafford County Sheriff’s Office has led to the arrest of a 19-year-old Stafford resident and a juvenile after authorities uncovered detailed plans to murder members of the juvenile’s family.
According to investigators, the case began on June 16 when deputies responded to reports of a reckless driver near Austin Ridge Drive and Cabinet Maker Drive. Witnesses reported that a vehicle had left the roadway and struck a speed limit sign before leaving the scene. Deputies were initially unable to locate the vehicle.
Later that evening, deputies found the suspect vehicle parked at a Wawa convenience store on Garrisonville Road. Two individuals inside the vehicle were detained and questioned. During the investigation, deputies discovered stolen alcoholic beverages and food items that had allegedly been taken from nearby businesses.
What appeared to be a routine theft investigation quickly escalated when deputies searched the vehicle and found multiple knives, medical supplies, and a notebook containing what investigators described as detailed murder plots. Detectives immediately launched a deeper investigation.
Authorities say the notebook belonged to Louis Conely, 19, of Stafford County, and evidence indicated that he and the juvenile suspect had developed two separate plans targeting members of the juvenile’s family. Investigators have not released the identities of the intended victims due to the ongoing nature of the case and the involvement of a minor.
The juvenile has been charged with two counts of conspiracy to commit murder and one count of felony threats in writing. The juvenile is currently being held at the Rappahannock Regional Juvenile Detention Center.
Conely faces multiple charges, including two counts of conspiracy to commit murder, two counts of felony threats in writing, petit larceny, unlawful purchase of alcohol, drinking while operating a motor vehicle, contributing to the delinquency of a minor, possession of a Schedule IV controlled substance, hit-and-run, and reckless driving. He is being held without bond at the Rappahannock Regional Jail.
Sheriff’s officials emphasized that the alleged plots were discovered before anyone was harmed and credited the quick actions of deputies and detectives for preventing what could have become a tragic case of family violence. The investigation remains active, and authorities say additional details may be released as the case progresses.
